I build this scene with the Voxel Farm Engine in 4 months + 2 months of preparation. It's very large (few kilometers radius) and the overall shape of the city is a pentagram, with lots of curves in the structure. The architecture is entirely made out of Voxels. I used tiling materials
and also voxelized Uv-mapped meshes. I am using here the VoxelFarm plug-in for Unreal Engine, the vegetation and the urns are traditionnal 3D props i made to accompany the voxel content in the UE4 scene.
